Harnett County is updating its Comprehensive Plan! This plan outlines a community’s vision for its future and outlines policies and recommendations for achieving that vision. It guides land use, funding, resource distribution, and infrastructure investments for Harnett County. This update will serve as an update to the 2015 Grow Harnett County Comprehensive Growth Plan. This page provides information on the project and most importantly, provides updates on community engagement opportunities. Be sure to check back frequently throughout the project for the latest on how you can participate in the planning process!
What is a Comprehensive Plan?
A Comprehensive Plan outlines a community’s vision for its future, as well as policies and recommendations for achieving that vision. It guides land use policy, funding, resource decisions, and infrastructure investment for Harnett County, its staff, and coordinated efforts with municipalities. It is created through a community planning process that prioritizes public engagement to capture the shared vision for Harnett County. This Comprehensive Plan will serve as an update to the 2015 Grow Harnett County Comprehensive Growth Plan. It will incorporate recommendations from existing planning documents and strategically plan for the future. The Plan will define a framework for land use and development in different parts of the county and address other priorities including housing, economic development and natural resource protection.

Public Meeting 2 (March 19)
Join us for a walk through public meeting! This is an open format that allows folks to come in at anytime between 6:00 and 8:00 to look at some of the early work on the Harnett Horizons 2040 plan. This is the 2nd of two meetings in March and will present the same materials as the March 5 meeting.
Materials presented will be the results of early research, survey results thus far, and start asking for your thoughts on how Harnett County should grow. Snacks and beverages will be provided, and we will have an activity for kids to participate in.
Share your thoughts, leave notes on the boards, draw on maps, and talk to County Staff and the project team. We want to hear from as many residents and workers in the County as we plan a brighter future for Harnett County!
